NON-LOCAL APPLICANTS
To ensure that the education experience of non-local and international students at CityU is enjoyable and successful, the University has established the Mainland and External Affair Office (MEAO) to provide assistance and support to non-local and international students.
Its services include:
- Providing pre-arrival information and coordination
- Assisting with visa application and related matters
- Organizing orientation programmes and providing on-arrival assistance
- Providing pastoral care and giving advice on non-academic matters
- Offering information on the range of support services on campus
- Making referrals where necessary

Student Visa
Non-local students are persons who require a student visa/entry permit issued by the Hong Kong Immigration Department to enter Hong Kong for the purpose of education. It is the students' responsibility to obtain a valid student visa/entry permit, and to comply with the terms and conditions of the visa/permit.
Persons holding a valid full-time employment visa/entry permit (for part-time study) or a valid dependant visa are not considered as non-local applicants. If you need advice on visa requirements, please consult the website of the Hong Kong Immigration Department.
Accommodation
Student residence is available on campus for non-local students. However, there is no guarantee that accommodation in the student residence can be provided because of limited capacity. Priority will be given to (1) local and non-local full-time research students. (2) non-local students registered on full-time government-funded bachelor's degree programmes. For full-time non-local students who are registered on non-government funded taught postgraduate degree programmes, only a limited quota will be allocated, and a surcharge will be levied on their residence fee. Students should be prepared to arrange their own off-campus accommodation if deemed necessary. Further information can be obtained from the Student Residence Office.

Cost of Living
The cost of living in Hong Kong is generally high and could be in the range of HK$50,000 - $60,000 a year for a single student including meals, transport, laundry, and education expenses for books and stationery.
