Dr. Poon’s career extends to most areas of energy. He was instrumental to many well-known energy projects, including Castle Peak Coal-fired Power Station, Daya Bay Nuclear Power Station, off-shore natural gas development, hydro-electric pumped storage. Dr. Poon was a founding member of the University Council of the Hong Kong University of Science & Technology. He also served as a Legislative Councillor. Dr. Poon is a Chartered Engineer and a Fellow of Hong Kong Institution of Engineers.

潘博士的事業經歷函蓋了大部分能源領域。他主導過許多著名的能源項目，其中包括香港青山發電廠，大亞灣核電站，海底天然氣開發，抽水蓄能電站。潘博士是香港科技大學校董會的創始成員。他曾任香港立法議員。潘博士是英國特許工程師及香港工程師學會的資深會員。
