Mr. Yang Yirui is a native of China’s Jilin Province. He graduated with a Master's Degree in Economics. He is a veteran diplomat who has long been engaged in diplomatic policy research. Mr. Yang joined the Foreign Service in 1993. He had working experience in Department of West European Affairs, Department of Policy Research and General Affairs Department, and was posted in Chinese embassies in the United Kingdom, United States and South Africa. He also studied in the University of Tokyo, Japan, as a visiting scholar. From 1997 to 2000, Mr. Yang worked in the Commissioner's Office of the Foreign Ministry in the Hong Kong SAR. He is now again in Hong Kong, serving as the Deputy Commissioner of the Commissioner’s Office since 2017.

楊義瑞，中國吉林省人，經濟學碩士學位。長期從事外交政策研究，外交閱歷十分豐富。1993年加入中國外交部，曾先後在外交部西歐司、政策規劃司、辦公廳及中國駐英國、美國、南非大使館工作，並赴日本東京大學做訪問學者。曾於1997年至2000年在外交部駐港特派員公署工作，2017年再度來港工作擔任公署副特派員。
