Professor Chi-Yuan Liang is a well-known energy economist, domestically and internationally. He received his B.A (1969), M.A. (1973) and Ph.D. (1979) from the Department of Economics, National Taiwan University. He proceeded with his postdoctoral research at Harvard University from 1980 to 1983. Since 1977, he has worked as assistant research fellow (1977-1979), associate research fellow (1979-1984), research fellow (1984-2011) and adjunct research fellow (1984-2011) at the Institute of Economics, Academia Sinica.

He was appointed Senior Adviser of National Security Council in September 2009. He then moved to the position of Minister without Portfolio, Executive Yuan in charge of energy and environment protection from October 2009 to February 2011. He served as Chairman of the Chung-Hua Institution for Economic Research from March 2011 to June 2016, and has served as Chair Professor of the National Central University since August 2011. He also worked as Supervisor of the Central Bank (February 2013 - February 2019) and Managing Director of Chinese Petroleum Corporation (July 2012 - June 2016). His research interests focus on energy economics, environmental economics, economic modeling and forecast, industrial economics and productivity analysis. He has published over 400 papers and research reports on energy, environment and economic growth issues as well as numerous commentaries on current economic affairs.

梁啟源教授為國內外知名能源經濟學家。1969年畢業於台大經濟學系，及後分別於1973年及1979年取得台大經濟學碩士及博士學位。1980至1983年赴哈佛大學經濟系做博士後研究。1977年起任職中央研究院經濟研究所，歷任助理研究員 (1977-1979)、副研究員 (1979-1984)、研究員 (1984-2011)，並自2011年8月起轉任兼職研究員。

2009年9月自中央研究院借調至總統府國家安全會議任諮詢委員，同年10月轉任行政院政務委員（2009年10月–2011年2月）。後擔任中華經濟研究院董事長（2011年3月–2016年6月），中央大學講座教授（2011年8月–迄今），及中央銀行監事（2013年2月 – 2019年2月）、台灣中油（股）公司常務董事（2012年7月 – 2016年6月）。研究專長為能源經濟學、環境經濟學、產業經濟學、經濟成長及一般均衡模型。至今已出版學術論著及專書超過400多篇，並有多篇對能源政策及經濟時論的發表。
