Lessons from Taiwan High Speed Railway PPP Projects by Prof. YEH Kuang S.

Taiwan High Speed Railway (THSR), which is approximately 345km in length running along the west coast of Taiwan from Taipei Main Station in the north to Kaohsiung in the south, is one of the largest worldwide Build-Operate-Transfer projects. In 1998, it was being a 35-year franchise commissioned to Taiwan High Speed Railway Corporation and has started its formal operation at the end of 2006. During the construction period, THSR had overcome a number of financial crises; and the ridership was far below expected level by early operation. These once led the Corporation to a close to bankruptcy. Prof. Yeh shared with audiences his first-hand experiences in saving THSR and gave suggestions from breaking into business financial crises on 23rd January, 2017 at CityU. The seminar was titled “Lessons from Taiwan High Speed Railway PPP Projects”

Professor Yeh is a leading expert in the areas of Public Private Partnerships on transportation projects. He is a Professor of Organization Management at the Graduate Institute of Technology, Innovation and Intellectual Property Management, National Chengchi University. During 2013-2015, Prof. Yeh served as the Minister of Transportation and Communications, the Republic of China (Taiwan).
