The Department of Information Systems (IS) is pleased to announce the results of the Department of Information Systems Outstanding Alumni Award 2024 to recognize our outstanding alumni that have demonstrated remarkable personal achievements and made significant contributions to the Department of Information Systems.

Dr. Joseph Siu Lung KONG completed his PhD (2013), MPhil (2008), and BBA in Information Systems with first-class honours (2005) at the Department of Information Systems (IS). During his time as a tutor at the IS Department, Joseph was recognized with the Innovative CityU-Learning Award 2020 and the IS BBA Contribution Award 2019/20. He currently serves as a lecturer at the Hong Kong Shue Yan University. Joseph’s research explores video games, emerging technologies, and esotericism.
Demonstrating unwavering commitments to his alma mater, Joseph established the Department of Information Systems Fortitude Awards in 2019 to recognize students’ contributions to the department annually, a tradition he continues to oversee despite transitioning away from CityUHK in 2021. He is also a member of the CityUHK Foundation and seat F26 at the Wong Cheung Lo Hui Yuet Hall was named in his honour.
As a hallmark of Joseph’s classes, he leverages his background as a passionate perfume collector and a former top-ranked eSport athlete to enrich students’ learning experiences. His care for his alma mater also extends to his secondary school, St. Joseph’s College, where Joseph is still actively contributing to the renovation of the school’s website this year to celebrate its 150th anniversary.
Quoting from his interview in 2022 with the CityUHK alumni magazine AlumNet, “Benevolence and philanthropy are not just for the rich. Alumni like me, who live an ordinary life and have a humble job, can also contribute to the development of the next generation.” Joseph actively and continuously supports his alma mater, exemplifying the values we seek to instil in IS graduates.

Mr. Tommy Siu Lun LEUNG is currently leading digital transformation initiatives at the Hong Kong Monetary Authority. With over a decade of international experience in finance, Tommy has developed his career across major financial centres including London, New York, and cities throughout China. He has held senior positions at Ernst & Young, Goldman Sachs, J.P. Morgan, and the Asian Development Bank, where he led strategic transformation and fintech innovation projects across the Asia-Pacific region. Tommy holds an MBA from the University of Cambridge and is a CFA, CPA, and FRM charterholder.
Beyond his professional achievements, Tommy is deeply committed to nurturing future talent and giving back to the community. He has been serving as an alumni mentor in the CityUHK IS Alumni Mentorship Programme since 2012. He actively participates in alumni activities and promotional events to help external parties better understand CityUHK. He also frequently serves as a speaker and mentor in youth development programmes, providing career guidance, industry insights, and internship opportunities to students.
In addition to his work, Tommy is a Council Member of Path of Democracy, a leading Hong Kong think tank, where he contributes to policy research and regularly engages with government stakeholders on key issues. He is also an appointed member of the government’s Professional Services Advancement Support Scheme (PASS) Assessment Panel, helping to drive professional development across industries.
